2009 Dell Laptop Windows Vista. Between Hide Your IP Address, Utorrent, and Peerblock, can any of them cause a “port error” or disable a port?
Please, any information would be greatly appreciated.

All three could mess around with your ports. If you think programs are conflicting, then get rid of one and see if the others work now.
